Welcome to the Markup Security Project.
The Markup Security Project is mostly about implementing specifications and standards that leverage XML to carry security enhanced content, be it signed or encrypted.
This involves everything from the initial W3C specs for XML canonicalisation, signature, and encryption to more recent standardization work conducted in not only W3C but also in the IETF, Oasis and the Liberty Alliance.
